If you run a Bank CSP, a CSC centre or an AEPS shop, the single most expensive mistake you can make is buying the wrong fingerprint scanner. A device that looks identical to your neighbour's can be useless for Aadhaar work. The difference is the letter on the box: L0 or L1.
WHAT L0 AND L1 ACTUALLY MEAN
Every Aadhaar fingerprint scanner has to be a Registered Device. That means UIDAI knows the serial number of your exact machine, and every fingerprint it captures is encrypted before it leaves the device. The question is where that encryption happens.
On an L0 device, the encryption happens in software on your computer or phone, just after the scanner passes the image across. On an L1 device, the encryption happens inside a sealed security chip in the scanner itself. The fingerprint is locked before it ever reaches your machine.
That is the whole difference. L1 keeps the biometric inside tamper-protected hardware. L0 trusts the computer it is plugged into.
WHY THIS MATTERS TO YOUR SHOP
UIDAI has been moving Aadhaar authentication towards L1 hardware, and banks and AEPS platforms have followed. In practice, most new CSP onboarding, and a growing number of bank applications, will only accept an L1 device. Operators who bought L0 stock cheaply have repeatedly found themselves unable to complete transactions after a platform update.
Buying L1 today is simply buying a device that will still work next year.
HOW TO CHECK BEFORE YOU PAY
Ask the seller for three things, in writing.
First, the exact model name including the L1 marking. "Mantra MFS110 L1" is a model name. "Mantra scanner" is not.
Second, confirmation that the device is a UIDAI Registered Device and that RD Service is available for it. A scanner without a working RD Service is a paperweight for Aadhaar work.
Third, what the RD Service licence costs after the first year, and who renews it. This catches people out constantly.
If a price looks far below everyone else, it is usually an L0 device, a grey import with no RD Service, or a refurbished unit. All three will cost you more than you saved.
WHICH DEVICES TO LOOK AT
The models most widely used in Indian CSP and AEPS work are the Mantra MFS110 L1, the Morpho MSO 1300 E3 from IDEMIA, and the Startek FM220U L1. All three are STQC certified and all three have established RD Service support in India.
If you already own an older MFS100, check whether your unit is the v54 hardware revision, which is still supported, or an earlier one that is not.

THE SHORT ANSWER
Buy L1. Confirm RD Service is included and ask what renewal costs. Get the full model name on your invoice. Anything else is a false economy.
